Project Manager 5/RTE (Release Train Engineer)

Summary: 
Develops plans and deliverables, directs all phases and acts as primary contact on medium to large efforts which use SAFe (Scaled Agile Framework). Facilitates SAFe events at ART (Agile Release Train) level and works with muliple teams to deliver value. Follows established processes for monitoring and integrating all SAFe elements, product configurations and communications concerning change management processes and decisions. Coordinates the operational aspects of ongoing work and serves as liaison between teams and other parts of the organization. Uses trend, earned value and variance analyses, other performance measures and risk assessments to develop plans or to recommend change. Negotiates changes and incorporates changes into project control systems to maintain work statements, cost and schedule baselines. Transitions completed work to customer for on-going support. Perform close-out and documents lessons learned for all work at PI (Program Increment) level.

Essential Duties:  
  • Facilitates communication of ART health and status with teams, stakeholders and sponsors, and senior level management as agreed and identified in individual Communication Plans.  Prepares and participates in risk, issue and opportunity identification and mitigation or capture sessions and escalates to program leadership when assistance is required to remove roadblocks.  Creates and ensures adherence to an operating rhythm conducive to other required reporting or briefings including gate, phase or iteration reviews.  Captures and documents all lessons learned or after action, review comments and provides summary briefings as necessary.
  • Leads others and directs all events in an ART by utilizing SAFe methodologies, systems, tools and quality standards as defined by Jeppesen in developing plans and deliverables that meet identified requirements. Develops and maintains (through version control) the documented organization structure including Responsibility, Authority, and Accountability (RAAs) of each team engaged on the ART.
  • Develops an integrated schedules for the ART including critical path for the end-to-end tasks and activities necessary to successfully implement the product or service and ensures resources and dependencies are identified. Provides tracking and reporting to plan and with occasional guidance, works with teams on implementation of recovery plans as necessary.
  • Monitors, tracks, and controls change to the work statements through formal change control management of requirements, configuration, performance measures, cost, schedule, organization structure, and technology environment (release schedules, infrastructure changes, etc.).
  • Establishes alliances with other departments and organizations by recognizing dependencies in order to assess potential partnership and commitment to the SAFe.  Develops and maintains constructive and cooperative interpersonal working relationships with others.
  • Provides feedback and performance assessments to appropriate management in a timely manner and addresses and helps resolve conflict among team members.
  • Analyzes ART performance measures to determine options and appropriate actions to increase performance.  Coordinates and provides cost reporting and analysis on a regular schedule.
  • Continuously seeks to expand and improve personal knowledge in the area of SAFe best practices and participates in and promotes the development and adoption of new processes or changes to existing processes within Jeppesen that continue to mature the SAFe.
Education/Experience:
Bachelor’s degree Technology Management, Computer Science in a related field of study and typically 10 or more years' related work experience or an equivalent combination of education and experience.

Knowledge and Skills:
  • Software development background.
  • Strong familiarity with all aspects of software requirements, design, implementation, testing, deployment, and maintenance.
  • Strong familiarity with SAFe and Agile software methodologies.
  • Proven ability to facilitate meetings and foster communication across geographically separated teams.
  • Proven ability to manage multiple agile teams simultaneously.
  • Familiarity with a variety of software technologies a plus.
  • Familiarity with aviation navigation and charting a plus.
  • PMI certification a plus.
  • Strong oral and written communicator.
