Summary:  
Develops, promotes, supports and improves effective repeatable processes, methods, measures, and best practices for software development, infrastructure services, and professional services based on proven agile development practices (SAFe, Scrum, XP, etc). Consults, leads, and advises on deployment and effective implementation of measurement and improvement activities.. Trains teams on common development methodology. Advises on the development of measures of the quality, efficiency and effectiveness of processes, methods and practices. Conducts assessments to verify results, collects lessons learned, identifies weaknesses, spotlights strengths and recommends improvements. May perform specialized activities when the skills, knowledge and/or credentials required are limited.
 
Responsibilities
  • Consults with projects, management, and executives within and outside the Technology Development organization on the tailored implementation and use of standard agile processes, procedures, measures, and tools to achieve conformance with required standards and identified business objectives.
  • Assesses projects and organizations against identified assessment to identify strengths and weaknesses.
  • Evaluates information collected from user feedback, Software Quality Assurance, measures, assessments, lessons learned, etc. to identify, quantify, and propose improvements to process assets.
  • Consults with organizations on the development, execution, and assessment of improvement plans and establishes improvement infrastructure.
  • Develops and oversees plans for piloting proposed improvements and measures to assess the quality, efficiency, and effectiveness of the improvements.
  • Advises efforts to develop and measure identified improvements for quality, efficiency, and effectiveness of process assets.
Education/Experience:
Computer Science degree or a degree in a related field of study, and typically 7 or more years' of related work experience or an equivalent combination of education and experience.

  • Knowledge:  Applies extensive job experience with practices, techniques, standards, principles, theories, and concepts. Has full knowledge of other related disciplines.  Recognized as a subject matter expert within the department/organization.
  • Problem Solving:  Provides technical solutions to complex problems that require ingenuity and creativity.
  • Discretion:  Exercises a degree of latitude in determining technical objectives of assignment. Completed work is reviewed for desired results from a relatively long-term perspective.
  • Impact:  Helps guide the successful completion of process aspects of major programs and may function in a project leadership role. Erroneous decisions or recommendations may result in failure to achieve major organizational objectives.
  • Liaison:   Represents the organization as a key technical contact on contracts and projects. Interacts with senior external personnel on significant technical matters often requiring coordination between organizations.
